Chapel Hours, 10 AM 10 PM 70 COOL Data From NOAA, U.S. NATIONAL Dept. of WEATHER Commerce SERVICE, COLD FORECAST Saturday teleted Not Indicated Consult Local forecast Continued From First Page rehabilitation efforts would continue at an "optimal" level. "I will be able to get out of it okay," he said, somewhat cryptically. During the earlier news conference, Franklin read a twopage statement praising Rubicon's past rehabilitation efforts and federal support for the nationally acclaimed program.

He noted that as of Aug. 1 there was a switch in the federal financing agencies. Under the old system, $956,000 in federal funds was channeled into Rubicon's $1.2 million program through the Office of Economic Opportunity. Now those funds are being channeled by NIMH, which falls under the Department of Health, Education and Welfare. NIMH's personnel guidelines are more stringent than those imposed by 0EO, and therein lies the controversy over who gets the director's job.

The closest Franklin came to making a direct reference to that controversy in the statement was when he said, "As it was with our relationships with OE0 and as I sure it will be with NIMH, there will be joint support and cooperation to continue this vital drug rehabilitation service under the present readership." Responding to a reporter's question about his qualifications, Franklin said, "I know drug treatment and I know what it takes to reach the man on the streets." Frank E. Laughon chairman of the Rubicon's board of directors, said he had not had a chance to respond to NIMH's criticism of Franklin's job qualifications. "I really don't know what I'm going to say. We do need a elearer set of guidelines for the appointment, but our position, of course, will be to back our present director," Laughon said. He said that he had received more than 40 telephone calls concerning the controversy, and "most of them were very favorable to retaining J.J." A. Beck said.

The six bond issues, all endorsed unanimously by the board, call for: $10 million for highways and bridges. $4 million for storm sewers. $5,925,000 for a new administrative building. $1,750,000 for library facilities. $6,350,000 for court-related facilities, including a Juvenile and Domestic Relations Court, probation and sheriff's offices, a juvenile home and a jail.

$1 million for fire equipment and two firehouses. Plans call for the administrative building and the court-related facilities to be built at Parham and Hungary Spring roads, where the county is building a new courthouse. The courthouse, to replace the 77-year-old building at 22nd and Main streets, is expected to be completed by Sept. 1, 1974. Most of the administrative functions are being carried on at 21st and Main streets and at a building in the 4900 block W.

Marshall St. that is leased by the county. The sheriff's office and jail are in the 2100 block E. Main and the Juvenile and Domestic Relations Court and probation offices are in a building at 24th and Main streets that is leased by the county. Specific Plans If the $1 million fire safety bond is passed, firehouses would be built on Darbytown Road in Varina andon West End Drive.

There are 10 fire stations. Expansion of library facilities would mean construction of two regional libraries similar to the Tuckahoe Branch for the northern and eastern parts of the county, completion of the Tuckahoe Branch and construction of a permanent library headquarters. The headquarters and the Fairfield Branch are in a leased building at Nine Mile Road and Laburnum Avenue. Beck said he does not know when the new facilities will be completed if the bond issues are approved, but he added, "The timetable is urgent." He pointed out that the lease on the building at 24th and Main streets will expire July 1, 1975 and the jail was long ago declared inadequate by the state. Indications are that the administrative building and court- related facilities probably could not be completed until some time in 1976.

$34.9 Million Cost Beck estimated that the probjects will cost $34,869,000, nearly $5 million more than the total of the bonds. The difference would be made up with $2 million in federal revenuesharing funds and $2,820,000 in the general fund that has been earmarked for utility use. Beck said he is hopeful that the county would be able to pay off the $10 million highway bond with its share of the two-centper gallon gasoline tax. E.Q.
