Age 54, A senior human capital analyst at the U.S.

General Accounting Office, died on September 17, 2003; from complications from lung cancer. He lived in Arlington, VA. Mr. O'Donnell was a resident of the Washington, DC area since 1978 when he began his government career at the U.S. Civil Service Commission.

In 1979 he moved to the U.S. Office of Personnel Management and in 1981 became a personnel mgmt. specialist, at OPM he evaluated other federal agencies personnel offices, and analyzed the agency wide personnel programs of the Departments of Defense and the Army. In 1989 he received the OPM Director's Award for Meritorious Service the agency's second highest award. He transferred to the GAO in 1990 where he served as a planner and advisor on government wide studies to improve the civil service.

Born October 15, 1948, in Buffalo, NY, Mr. O'Donnell Was a 1966 graduate of Bishop Fallon High School there. He attended LeMoyne College in Syracuse, NY; before enlisting in the Army in 1968. He served as a linguist and voice intercept operator with the Army Security Agency in Berlin, Germany, until 1972. He attended Fredonia State College in Fredonia, NY, and held various jobs in Buffalo before receiving a Bachelor of Arts degree in Liberal Studies in 1977 from Excelsior College.

Since 1974, Mr. O'Donnell had been doing genealogical research of his family and was writing a family history. He was a member of the Society for Human Resource Management and the Orders and Medals Society of America. Survivors include a brother, Rev. William M.

O'Donnell, OMI of Lowell, MA and a sister, Susan E. (Thomas) Brady of Pearl River, NY.
